- From 2006 to 2009, Motseoa was an Accountant General at the Gauteng Provincial Government. She managed the division called Financial Governance which implemented the province’s multi-billion cash flow and negotiated and managed agreements for banking services for the Gauteng Provincial Government, preparation of annual financial statements, risk management asset management, supply chain management and governance and compliance. The work involved preparation of strategic plans; annual performance plans supported by organisation structures to ensure the fulfilment of strategy. Motseoa, also managed 53 staff who were at different levels. Motseoa’s division was also supporting the 14 provincial departments. The support involved training and on-the-job support.
- When she left the public sector, Motseoa became a Management Consultant. Motseoa’s first project was working with the Department of Sports Recreation Arts and Culture in Gauteng, implementing Financial Management interventions to address the audit queries raised by the Auditor General. Our intervention was successful to the extent that the department did not get any
findings on their performance information. We also assisted the department in establishing systems and processes to ensure compliance with laws and regulations. We used different techniques and methods in our approach to ensure that the department resolved issues of compliance, reporting and fruitless and wasteful expenditure.
- From 2013 to 2017 Motseoa was contracted as an independent management consultant by Ace International Consultants as Municipal Coordinator on the European Funded (EU) programme Financial Management improvement Programme (FMIP III). She coordinated the work of advisors that supported eight municipalities in the Northwest Province. Using a municipal support plan, each advisor supported a municipality in the different areas of Financial Management and her role was to coordinate their work, prepare reports, monitor implementation, and visit municipalities quarterly for performance review.
- Still under the same programme, in 2017 Motseoa was contracted by Aecom to develop Budget and Treasury Office (BTO) generic organisational structures, development of job descriptions, job advertisements and performance agreements templates for the municipalities in South Africa.
-
From 2018 to date, Motseoa was contracted by Ecorys Netherlands as a Team Leader of the Procurement, Infrastructure and Knowledge Management (PINK) Capacity
Development Programme supporting Provincial Treasuries in Mpumalanga and Free State and 8 pilot Municipalities 4 in each province. PINK is funded by the State Secretariat of Economic Affairs (SECO) to the tune of +R100 million. The objective of the PINK Programme is to improve service delivery in the municipalities by strengthening SCM processes, Infrastructure Management and Knowledge Management. Motseoa developed work plans for the programme to guide project implementation.
We assist our clients with Supply Chain Management.
- Whilst working as the Provincial Accountant General in Gauteng, Motseoa was responsible for Supply Chain Management support to the Provincial departments and Gauteng Municipalities.
-
Still under PINK, the programme has recorded several achievements especially in SCM where one of the municipalities supported, for the first time, did not receive any findings in Supply Chain Management from the Auditor General.
We provide our clients and with tools to effectively monitor, project progress and the achievement of thereof, and we do evaluations at the end of project with sufficient information to assess the project success.
-
To achieve the objectives of the programme, the PMU which Motseoa was the head of was also responsible for the monitoring and evaluation of the programme. With the PMU a road map for the programme as well as the monitoring and evaluation framework was developed. Several studies were performed to gauge the effectiveness of the PINK interventions. Positive findings came out of the studies.
