Meet Ms Motseoa Alix-Mary Lugemwa | Managing Director

SmartFluent is managed by its founder and director Ms Motseoa Alix-Mary Lugemwa: MBA Finance, ACMA (UK), CGMA, and Post Graduate Diploma in Management Accounting, B Comm Accounting and B.A.Ed.

Motseoa is a qualified Chartered Management Accountant with the Chartered Institute of Management Accountants (CIMA) UK, MBA in Finance from Manchester Business School in the UK, Post Graduate Diploma in Management Accounting and BCom Accounting University of Natal Durban, and BA. Ed from the National University of Lesotho. She completed an Advanced Art of Professional Business and Life Coach (Advanced Mentor) Programme, and a leadership programme at Charis Bible College Johannesburg.

She has over 15 years’ experience working with private and public sector organisations, with a focus on financial management, programme management, leadership and strategic management having worked as an accountant general for the Gauteng Provincial Government and later as a management consultant and a team leader and coordinator of Swiss funded programme supporting the National Treasury in PFM and Infrastructure Management. She understands and appreciates the importance of good corporate governance having served and chaired the Gautrian Management Agency Board, and still serve on the board of the Pan African Infrastructure Development Fund, a multimillion-dollar fund that is contributing to the development of the African Continent by investing in infrastructure projects across the continent, in the sectors of telecommunications, transport, and energy.   

She joined the Public Service at the start of the roll out of the Public Finance Management Act (PFMA) at both National and Provincial spheres of Government, as a Director Treasury Desk responsible for cash management and banking services.  She was instrumental in bringing about the principles of cash management in the Gauteng Provincial Government.  The division managed the Province’s multi-billion cash flow and negotiated and managed agreements for banking services for the Gauteng Provincial Government, as well as investing surplus funds on behalf of the GPG to optimize the province’s revenue.  Furthermore, the division was responsible for Management of fixed assets, Financial Accounting, Risk Management, Supply Chain Management, and Compliance with the Public Finance Management Act (PFMA). 

As a team leader (contracted by Ecorys Netherlands) of the Swiss funded National Treasury programme, Procurement Infrastructure and Knowledge Management (PINK) Capacity Development Programme I was instrumental in the establishment and implementation of the procedures of the Programme Management Unit to support the coordination, planning, implementation, evaluation, communication, and visibility of the programme whilst ensuring and effective management of stakeholder relations.

She has also worked on other financial management projects the European Funded National Treasury Project Financial Management Improvement Programme (FMIP) III at the National Treasury contracted by Ace International Consultants responsible for the coordination of municipal support to eight municipalities in the North-West Province.

She has also self-published and released her book titled “Take Control of Your Destiny; Strategy and Personal Success”.
